GENERAL INFORMATION:

In view of the prevalent dissatisfactory procedure/process of resolution of disputes arising out of various contracts that PSEs enter into with private agencies through the existing mechanism available, SCOPE at the instance of its member PSEs took the lead with consent and support of DPE to establish ‘SCOPE Forum of Conciliation and Arbitration’(SFCA) under the aegis of SCOPE to resolve the disputes in the most professional manner. The Forum has framed its own Rules and empanelled as many as

164 conciliators/arbitrators spread over all parts of the country for operational convenience of both the parties. These Arbitrators have been chosen keeping in mind their expertise in different fields and comprised of senior executives of PSEs, former Judges of various High Courts and Supreme Court of India and other senior Civil Servants.
The Forum was formally launched on 9th January 2004 by the then Hon’ble Minister of State for Heavy Industries and Parliamentary Affairs. This Forum will facilitate institutional Arbitration in a much faster and cost effective manner as there exists inbuilt clauses in the rules which bind the arbitrators with respect to time limit to settle the dispute and the Arbitration fee as well.
The Forum is equipped with all infrastructural facilities including Secretariat, Arbitration Rooms, Library etc. It is located at Core-8, 1st Floor, SCOPE Complex, Lodhi Road, New Delhi 110 003.
