PREAMBLE :

In the post independence scenario of economic revival of India, it is the Public Sector which has provided the very base on which today's Indian economy has grown and flourished. Public sector's contribution in practically every field of activity, including strategic as well as core areas has been undeniably of great importance. Notwithstanding the oft misunderstood assessment of its role, it is the talented men and women employed by the public sector over the years, who have with their dedicated service and innovative managerial skills in difficult circumstances, have helped to nourish the modern Indian economy. Moreover, keeping in mind the socio-economic conditions in the country, public enterprises are bound to play a significant role even in the future, even though such a role may take somewhat modified forms. Thus, the contributions of enterprises as well as those whose hard work and leadership qualities helped them achieve the commanding heights, need to be rewarded, recognized and encouraged.
SCOPE, as the apex body of Public Sector Organizations, has, therefore, instituted awards to recognize such enterprises and outstanding persons. The awards, for the first time, were instituted for year 1996–97.


SCOPE Award

TITLE OF THE AWARD : The award shall be called “ SCOPE AWARD FOR EXCELLENCE AND OUTSTANDING CONTRIBUTION TO THE PUBLIC SECTOR MANAGEMENT

AIMS AND OBJECTIVES :

 • 
To promote efficiency, all round growth and development in organizations where     public investment is involved.
 • To assist the PSEs in their effort on Human Resource Development and for     optimizing the full potential of men and women working in them.
 • To recognize the outstanding contribution made by organizations and individuals in     different areas towards promoting efficiency.
 • To encourage and motivate the individuals to achieve higher goals of excellence.

ELIGIBILITY :

All member enterprises of SCOPE (who are not in arrears in respect of annual contributions towards membership of SCOPE) will be eligible for nomination. Chief Executives and Board level functional Directors of SCOPE Member Public Enterprises will be eligible for the Award in the Individual Category.


FORM AND PRESENTATION :

Each financial year there will be five categories of awards. These awards will be across the board without reference to the scheduled classification.

Institutional Category   -  Gold Trophy and a citation

Individual Category       - Cash amount of Rs 1 lakh, and a Gold Plaque and a citation

Special Institutional Category*      - Silver Trophy and a citation


Medium Public Enterprise Category**      -Silver Trophy and a citation

Smaller Public Enterprise Category*** - Silver Trophy and a citation

   The award is for recognizing the efforts in running and turning around PSEs.
   

**  The award is for PSEs having turnover of more than Rs. 500 crore but less than      Rs. 5000 crore in the year of the award as well as in the preceding two years.

***The award is for PSEs with turnover equal to or less than Rs. 500 crore in the       year of the award as well as in the preceding two years. However, the fixed       assets should be equal to or less than Rs. 100 crore.

EVALUATION CRITERIA :

Indicative criteria for evaluation of performance of the enterprises (Part 1) will generally be:
 • Business Results of the Company.

 • Leadership Policy and Strategy
 • Customer Satisfaction Measurement
 •
Customer Value Management
 • Operations Management
 • Human Resource Development and Employee Contribution
 • New Product Development and Quality Management
 • Environment Management, Systems and Strategies
 • Corporate Social Responsibility
 • Corporate Image
 • Corporate Governance
 
Criteria for evaluation of individual nomination (Part I and II) 
will be broadly as follows:

         • Management of Strategic Change
          Human Resource Management
          Corporate Image Building
          Contribution to Public Bodies, Professional Organizations etc
          Personal Achievements

Enterprises will be required to fill up the Part I form only. For individual nominations, the nominees will be required to fill up both Part I and II forms. The weightage in this case, will be 50% for Part I and 50% for Part II. If a nominee has worked in any company for more than 3 months during the period (2006–07) he/she will have to furnish the company details as per Part I, for the said company also.

AWARD COMMITTEE :

The Award Committee consists of the following:

a) Chairman

b) Four Members to be nominated by the Executive Board

c) DG, SCOPE will be the Member Secretary.

    These nominations of the Chairman and the Members are decided by the Executive Board. Those nominated are from among eminent business leaders, management experts, economists, judges and other outstanding and eminent personalities.

International Management Institute (IMI) will assist the Committee in evaluating and deciding the awards.

The Committee will be expected to arrive at unanimous decisions. The decisions of the Committee will be final and no appeal will be entertained. In deserving cases, when the Committee so decides, more than one award may be given under the same category and split or increase the award amount suitably.

GENERAL
:

The award shall be presented annually, on a suitable date to be announced well in advance.

The award is conceptualized as the most prestigious and outstanding recognition of public sector and, therefore, would be suitably combined with activities to invite proper attention. It is proposed that either the President, Vice President or the Prime Minister of the country, as available, would be invited to present this award.

For institution of these awards, a separate corpus has been created with contributions from PSEs. The corpus is operated by SCOPE. Contributions to the corpus would be welcome as SCOPE intends to institute more awards in various specific areas.
